Joaquin Rodriguez Ortiz is an FAA Designated Pilot Examiner based in Manatí, Puerto Rico, who specializes exclusively in helicopter operations under the San Juan FSDO. Because his FAA certifications on record are limited to private pilot and certified flight instructor with rotorcraft ratings, he serves solely as a helicopter examiner and does not conduct airplane checkrides. Holding FAA Designee ID #999996551, his DPE authorizations cover Private Pilot and Competency evaluations in rotorcraft, with specific authorization in Bell 206 and Bell 407 helicopters. He continues to actively conduct exams in Puerto Rico, including a recent helicopter commercial evaluation at Isla Grande Flying School in early 2026. Outside of examining, Rodriguez Ortiz served as a Captain and the Director of Training for the Puerto Rico State Police's specialized tactical division, FURA (Negociado de Fuerzas Unidas de Rápida Acción), where he trained, reviewed, and certified police helicopter pilots. He also served as the Commissioner of the Municipal Police in Manatí from 2004 to 2008. His civilian instructional career at Isla Grande Flying School at the Isla Grande Airport dates back to 2004, where he spent years training students in Robinson R22 helicopters and continues to provide helicopter instruction.
