About David Hynes

David Hynes conducts helicopter practical tests under the Richmond FSDO, operating out of the Hampton Roads Executive Airport (KPVG) in Chesapeake, Virginia. Although Hynes holds personal FAA flight instructor and pilot certifications for both airplanes and helicopters, his FAA DPE authorization is strictly focused on rotorcraft-helicopter designations. He is authorized to administer checkrides for Private, Commercial, Instrument, and Flight Instructor (both initial and added ratings/renewals) candidates in helicopters. He does not conduct airplane checkrides.

His background in aviation spans several decades, starting in the 1970s and 1980s when he worked for Brantly-Hynes Helicopters, a manufacturing company owned by his father, aviation pioneer Michael K. Hynes. Hynes later graduated from the U.S. Air Force Academy and served as an active-duty military pilot. During his Air Force career, he flew C-5 Galaxy cargo missions, Learjet VIP transports, and Hawker 800 flight inspection missions. Upon entering civilian aviation in 2005, he co-founded Hampton Roads Helicopters, Inc. (HRH). Across his military and civilian career, Hynes has logged over 18,000 accident-free flight hours split between fixed-wing and rotorcraft platforms.

At KPVG, Hynes manages HRH as a family business alongside his wife Shanda, his sons Mitchell and Ryan, and his brother Patrick, who serves as the Director of Maintenance.
